Ford's senior officials hoped to keep mandate letters away from public view 'as long as possible'

It's been almost two years (As of February 2020) being in office with seemingly no movement on modernizing the French Language Services Act. The only legislative change thus far was removing the office of the French Language Services Commissioner and rolling those responsibilities into the ombudsman's office. Especially in view of the government's efforts to keep all their mandate letters secret, this promise will be assumed broken until the mandate letters are made public or government indicates that this directive was included in the 2018 mandate letter to Caroline Mulroney.
